Driving conditions can vary significantly. Were I live city driving isn't nearly as bad as where you live. My average speed is somewhere around 30 mph and my average MPGs is 32 MPG. Typically my in town range on a tank of gas is 320 miles. When I take this car out of town to visit family it's a 260 mile trip with lots of open road driving and a mix of city. When I return home and drive to work the rest of the week I can extend that range to 400 miles on one tank. When I fill up in both cases the car takes 10 gallons of fuel.
For the road trip when I reach 260 miles, under those conditions the computer is telling me I could drive another 220 miles! You must be doing a lot of stop and go driving for your average mph to only be 13 mph.
When I take the 260 mile trip the average speed is typically around 40 mph. And that's driving around an average speed of 60 mph 75% - 80% of the way.
