The last casing is called Production string/ production casing. This is also cemmented. Inside the prod. string you wanna install tubing string, which is not cemmented. Tubing is the "casing" that conducts production fluids from the bottom of the well to the surface, through the xmas tree (in natural production). Tubing is not cemmented because fluid flow corrodes it so it must be able to be changed. You'd also want to change the tubing to one of a different diameter to adapt it to the production flow rate). Casing string will never be replaced/pulled out. Tubing must be replaced and maybe reused if downgraded.
