@@jaydaniels6172 you have to select chefs or sheriffs during the survivors selection at the end of each round. Usually one chef on round 1 is the best option as your team is strong enough to keep him alive for a bit. Limit yourself with one at first, then see until where you reach. Sometimes even with level 80 average hero team I can't go further than level 12, I guess there's some RNG, and sometimes I reach 16 or 17. The highest level so far reached for me is 19, I didn't beat it yet.
@@InfiniteGameHub definitely every level is accessible as long as you have energy (the bar at the bottom). To save energy you can take a sheriff (blue card) who will save 1 point at every round, and to regain energy you need to take a chef (purple card) who will restore 10 points at the end of each fight (chests rounds don't count). Each need to be alive at the end of the round/fight to activate the save/regain of energy. I have been able to complete the whole 20 levels, but I managed it only once, I had to take like 3 bears and 2 furnace hands to increase party strength and speed. Now there's a bug that I reported to the support, in which all non hero cards are extremely weak, so that strategy is currently impossible because you won't have enough energy to reach the end levels.
Level 15 is not the final level, there are more after, it just requires to get a some survivors to recover or save energy.

I think adventure levels after 15 are unlocked as we unlock more cities. I can't go beyond level 15 as I am on city #9
