Pc should have been retaken with 1 less defender. Breach of 13.3(g) - GK clearly inside the field of play (left foot/kicker) and so is the far post man (his left foot nearest the far post) - (line is inside field of play; rule 1.8).
Garbage umpiring to not spot this at a set piece and apply the rules correctly.
