regarding the fishing part, some fishing practices involved dragging a large net along the sea floor. By dropping rocks, the net can snag and snap the net.
its actually incredible how many people think industrial fishing is just a whole lot of people using fishing rods or speedering along with a net just a few meters below you, naw most large scale fishing operations involve very large weighted nets dragged along the sea floor, which damages everything down there like coral and makes the water all muddy from the disturbed sediment, theres other ways its done but weighted nets is disturbingly common and causes alot of damage
7:45 it stops them from using net to fish on a deep-sea. The way they conduct deep sea fishing is by dropping a large now on the bottom of the sea floor and dragging it. But putting larger Boulders on the ground it prevents the net from being able to do that without being torn or getting stuck. It stopped them from deep sea fishing, while minimally and packing the actual fish that lives on the deep sea.
To try to put it in perspective, about 8 million people die per year from fossil fuel emissions, meanwhile about 40 people have died from nuclear energy, in total, in the about 50 to 60 years that nuclear energy has been a thing
So the real purpose of the HOA chalking the tires is propably to see if it has been in the same spot for more than 24 hrs. More strict HOAs (like ours unfortunately) will fine you if you are parked on the street and it stays stationary for more than a day or two. That being said, OP removing the lines makes it impossible for them to prove they didn't move their cars.
Also you need a permit to feed the homeless the food needs to be tested. It’s a beautiful thing to want to feed the homeless but there are some psychos out there.

In the UK you don’t have to be a doctor to be a surgeon. This is a hold-over from the Middle Ages, when most barbers also performed surgery.

Actually, the presence of boulders on the sea floor makes trawling/drag fishing impossible because the nets get caught and break.
7:35 I assume they mean bottom trawling, so the boulders damage or interfere with the nets they drag across the ocean floor
12:05 If I finish in there and open the door and *that song* starts playing, it gets an 11/10.
