Hello, the question I've got is: on which side does gpupdate executable must be run? Logically it seems to be on the remote computer that is connected to domain controller, but DC has the same executable in its environment does it work in the same principle? Regards
Gpupdate is ran on the system(s) where you want policies applied. If you updated client policies, run it on the client systems...if you updated server policies, run it on the servers.
Which windows version are you using where you configure active directory on server manager... i am using a local consumer windows 10 and in my windows no option for the windows manager...
Active Directory is only available on the server version of Windows. Microsoft offers evaluation versions that you can download for free. www.microsoft.com/en-us/evalcenter/evaluate-windows-server

Is it a work computer? It sounds like your administrator is disabling your ability to configure bluetooth devices with group policy.
How to Configure a logon banner
I'd like to add a message banner to the startup before the Logon screen.
Interactive logon: Message text and Message Title under Security Options
