Where he said that rain was going to fall, and everyone laughed at him because in those days rain has never fallen. The Bible says, water came out from the ground to water the plants. @@trendwithmuobo He was talking about our people were cutting their bodies for ancestor and pagan worship which the lord condemned because he wanted Israel to be separated. Hence why moses wrote that law. He also used the example of the preceding verse to highlight his point in which people who were shaving their head at the time did it for pagan worship hence it was also condemned but you don't see pastors talking about it.
One thing i would also add is that how we as Christians(new testament) aren't under those ceremonial laws anymore. Now that is not an excuse for wrongdoing we are still to be separate from the world but one can't hold people adn condemn them for petty things. For Paul said that everything is right but not all is expedient and one shouldn't condemn a brother for doing something not in terms of sin but lifestyle choices which might look at wrong.

Please let's hold on. By the way I say this not because I believe that tattoo is a sin but for us to not misquote what was written... Leviticus 19:28 says "You shall not make gashes in *your* flesh for the dead, or incise any marks on *yourselves*". Basically pagans mourned the dead by gashing the dead or putting marks on their bodies. The pagans did this to themselves when a loved one dies and they also mark their slaves as proof of ownership and also mark those who have been dedicated to serve their gods. The idea of that law was simply not to do like the pagans do at that time. The mosaic laws were simply laws Moses dispensed on the people of Israel to create order and difference between the people of God and the pagans, and to ensure there was law and order among the people of israel. So leviticus didn't say putting tattoo on the dead it says putting tattoo on yourself.
