Not sure about how I feel about the 25 health bases in limited the epic power in a mix of random cards vs 5 health I am not sure how to value those, I feel like the health will help more.
Yah this is something I could be wrong about. Having extra actions in a format where everything is weaker in general just seems super strong to me. But 5 health is a lot.

He is very good. A-S for sure. I think if you have multiple imperial 1 drops in your pool, he is gonna feel like an S tier.
