well, 5 years later and 10 years into the game, they just added a cooldown after disabling passive, which mean you have to wait at least 3 [or 5? i forget which] minutes to go passive again, but also if you're the target of griefing and panic hit the passive option and disable it as a result, now you're doomed for the next few minutes 😭
I think there should be an option to “accept” a bounty near you (20 miles radius) on the desire player and you CAN’T go passive until you or some one else kills that player with the bounty on their head after you accept the bounty request originally. It’s bull shit to go passive while going on a killing spree.
And..? If someone like Gavin does it, the community would throw a damn parade for him but if it's anyone else that isn't one of the main originals that everyone else doesn't like, they are going to say they are useless regardless if they do something amazing or not.

This would have been a very different video when GTA first came out, they could have just loaded into vehicles and tried outrunning everyone in the server. But now everything has homing rockets and there are only a handful of vehicles that can survive more then one shot. Public lobbies have become very broken.
