The people who came from London with the adult male victims in the suitcases (also from London), wouldn't have known that - perhaps by the time they realised that, exhausted after a long travel from London, they decided to dump the suitcased bodies in an open way - so even if they were discovered, no-one would think they were from London to begin with.
