Yes, TendoXI plays like twice a week at most and he's GoD. Im in the airforce and i rarely get to play at all and I'm currently Tekken King, allthough i have played since 6 tbf. Edit: I changed my stance, yes and no. I think it's possible to achieve Tekken god while only playing a few times a week but all that time will have to be dedicated to some form of learning or practice on the game, it will also likely take you the majority of the lifespan of this current iteration (which is around 10 years). Now that i think about it, it's almost impossible as it took the majority of my time to even reach blue ranks in Tekken 7, and that was even after experience from prior games.
