It's just a gyro-glider, (or rotary kite,) with a boat fuselage. Looks like a perfectly functional design, as well. Side note: During WW2, German U-Boats were sometimes equipmented with a 3-bladed gyro kite, towed behind the sub, for use in spotting enemy ships.

Same thing as is done with parachutes nowadays. Pulling two at the same time though would not end well.
