I think that Keaya cares more about Diluc than the latter. First all of the letter that he sent to Diluc while he was away, to which he barely replied. Then in their character story, Keaya who lost his adoptive father and torn in conflict due to his position (an unwilling spy), finally has the courage to tell everything to Diluc, who in turn almost killed Keaya to the point that he was saved by getting his cryo vision. And finally, Keaya was described as a caring and endearing little brother, his story is a little sad tbh I don't think Diluc is aware of how his brother needs him
Diluc does care. He even said he misses how things used to be, saying how agonising it can be for his heart emotionally. He wrote it as a message on a board
He does care - he kept all of Kaeya's letters, he kept that gaudy vase Kaeya used to return his vision. He does care, but he just doesn't trust that Kaeya still does, but he's softening.
Although I do agree that Kaeya’s world seems to revolve around Diluc and it is likely his childhood with Diluc and Crepus that helped shape his determination not to betray Mondstadt for Khaenri’ah, to say that Diluc does not still care about Kaeya is verrrry wrong. Diluc’s outward mannerisms are always quite stern and cold, but after some time, he grows gentler. He’s shown he cares for Kaeya in his own way over the years. He probably didn’t reply to all those letters Kaeya sent him because he was still upset about what happened and about learning the truth of Kaeya’s origins. You have to remember- he was actively avoiding grieving the loss of the two people he was closest to: Crepus and the Kaeya he thought he knew entirely. He gave in to his anger because it was easier to do than face his grief.
