Drew, I'd like to give you some advice you haven't seemed to have discovered yet. Throughout this playthrough you've been complaining about your cities focusing on thing that you don't want them to and have to select what they should be working on. Did you know you can tell a city to focus and not have to micromanage it? On the top row of the city HUD, the row of resource icons and yields have bubbles next to them. One click tells them to focus on that resource, a second tell them to ignore that resource, third cycles to neutral again. No more need to complain about the citizens working the cliffs of dover again
This is probably a dumb question, but what good is culture? At least, what good is it if you don't plan to go for the cultural victory? It used to be, in some of the previous Civs, that culture would expand your borders more quickly. But that doesn't seem to be the case now, does it? Do national borders even _exist_ in Civ VI? Or is it just city borders again (which only expand when you grow the city)? I can't really tell how that works anymore, given the crowding in this game. My biggest disappointment with Civ VI is how claustrophobic it is. Even on huge maps, there's hardly any room. Man, I remember playing Civ II, when I could have cities that would make a nation proud!

Culture is important regardless what victory you're going for because of all the unlocks. Governments and policies are reallly useful.
