Because the food vendors are permitted.
I am guessing they would if they had stolen stuff, drug kit and no bail warrants... or even no permit etc. I am still sorry he has got himself into his predicament though. Homelessness is complicated at every level.
Homelessness doesn't jump out and grab you out of nowhere.... it takes years of bad decisions , burnt bridges , and socially incompatible behavior.

ALL shopping carts off property are stolen. I've yet to see a store with a sign that says, "FREE CARTS". Even Bubbles knows this.
Shopping carts are built to take a beating and therefore are not cheap. We all pay at he checkout stand when they are stolen.

When people get dehydrated and then drink a lot of grog in the sun it can concentrate the effect and make them go completely troppo, where usually they might simply be a 'happy drunk' That is on top of hot days making people a bit grumpy in general.
