There are fewer women in the roles of Engineers in Cpwd because they recruit students/engineers from "civil/mechanical and electrical stream" ....There is this misconception that women are not suitable for the civil/ mechanical industry.....govt and educational institutions should start spreading awareness about appealing factors for women wishing to build a career in mechanical/civil engineering.....We don't see female faculty in mechanical/civil engineering colleges, then how will the perception ever change .....atleast things have started changing in the last decade....until a decade ago people would hardly find a girl student in such streams in engineering colleges.
