I made about $120 a day for group lessons in the late 1990s at Park City mountain resort if i taught all day. Private lessons over $150 for an all day private. Usually good tips also. It was good money back then and my expenses were low because i always stayed with at least 3 other people. Did this for 3 seasons
I almost don't know why anyone would work in Austria as an anwerter unless - long term goal is to get fully qualified, it's just for a gap year winter or two and you've got some pocket money saved, you have an unquenchable passion to pass on your snowploughing skills, you're rich or retired and can fund the inadequate wage. Better with a live in hotel job and just go skiing everyday.
As you talk about ski associations: what is your opinion concerning DSLV (Deutscher Skilehrerverband/German ski instructor association)? I‘m a level 2 ski instructor DSLV. So I‘m really interested how you would classify this.

You should have bought housing 40 years ago or at least own land near the resort before it was taken over by conglomerates. Lacking that you are screwed and no rental housing can be attained for the $17.00/hr that is the max a level III will earn for a non request private max 30 hr week/ 120 hr mo = $2400.00- $1400.00 remt = $1000.00/ month food, internet, phone, insurance, gas. Impossible... with out some other source or finance, drug sales, side job, waiting tables, exotic dancing. inheritance, bribery or extortion. Sad reality of mountain life the scum rise to the top quicker and stay longer.

Does Anwaerter mean ‘level 2’ or ‘level 1’?
