I think the moment were she talked about the sinners abusing cough medicine was her infering that she's met some sinners on a few occasions who randomly asked her if she had any cough medicine. Unbeknownst to charlie, drug addicts use code words, not because they're affraid to get caught, but out of habit since subcounciously, they still fear that cops are gonna show up despite the fact that they should all already know there is no such thing as police departments in hell.
