The 1660super draws 120 watts, suggested PSU is 300 watts. The board supplies 75 watts and the sata connection 54 watts. It should be able to handle the load and function.
I've seen a video some time ago with similiar problems, and the guy got a bit frustrated and slammed his fist on the table near the PC, as it wasn't turning on after some time. Well, that slamming did wonders as the it made "click" and the PC started ^^ later it was revealed that due to a production error one of the parts was not completely integrated, and the fist-slamming solved that problem ^^ In german we would call it a "Wackelkontakt" ^^
Now I will not bag out HDs but if you are buying storage cheap ssds cost around the same per GB as Hard drives, ssd's are just faster. Unless you just like the noise they make I don't know why you would choose one in normal situations.

I have two 1TB hard drives. They hold movies, other media and older games/roms. They've always ran on hard drives and won't be any slower now than they were then. All recent stuff gets put on the NVMEs
To the person uploading the videos, I like the time stamps. Make every video have time stamps in it. Also I don't know what video editor you use but in davinci resolve you can add text to bottom right when making the videos and say what resolution and preset the game is running. I did it with my videos and it made my life so much more easier to do video editing when creating time stamps.

the main computer I game on is on a i7-4790 with a rx580 8gb, a SSD and an apevia PSU (all for sub 200) My son games on a i7-3770 with the same gpu, ssd, and psu, for $150. they play any game we try to on them ( obviously, at lower settings)
Dude my i5 4690k (yeah super overclocked but still) and MSI GTX 970 4GB Gaming can still play a lot of modern games just fine at 1080p. I just launched State Of Decay 2 on it earlier at High graphics and was getting 90ish fps
Pretty similar to what I'm daily driving. Got that 4770, but everything else is upgraded as much as I could. 16 gigs of dual channel ram, a 2 tb ssd, and for a while, a 1050ti. Not much to complain about as long as I didn't want to play anything really modern. Still not anything I'd recommend someone get for the price though.
Tbf, hard drives definitely are still usable, just not as a boot drive, or a game drive, or for video playback. Can definitely store spreadsheets and text documents though.

The Dell motherboard has front panel usb pins rearanged so they won't work on a standard case. Any swap of the board into a standard case will not work with UCB2's. I watched and swap where the ins on the board were shorted across and the USB;s front panel worked.
Buy a cheap aptiva power supply 600 watt from ebay. I got one for 35 dollars. It isn't rated. I checked it with my tester before using it and everything was fine internally. I am watching this on it right now, You said you used them before and it's doing the job. It's the cheapest way out, new. Put the SSD in it and sell it as used. Might get some of your money back.

Hard drives are fine for mass game storage, obviously you want to boot off an SSD but yeah a drive that old is tragic you'd think at minimum they'd put like a 120gb ssd with the HDD. Personally invested in a silly 16TB enterprise drive for mass storage. Costs more than my GPU lmao
I had to rewire my USB 2.0 header when I case swapped a Dell Optiplex, so it can be done its just they didn't do it and guarantee they didn't include the old header you'd need to do so

looks like the same motherboard i was messing around with in a dell OptiPlex 7020 but mine had a I7 4790. I got the computer for free. I put in a 6700 xt and it played Cyberpunk. It wasn't the worst way to play it but the CPU lagged. I put in a new B650 motherboard and 7600x in the case to make it a sleeper. but dells suck for this because they have special connectors and need adaptors.

Hdds are fine unless you run modern games on them or make them your main OS drive.
