I assume the people that don't so is mostly because they don't really know how to. And an attempt like removing the storage card can still leave content if the device has internal storage.
So far it has been both, built in internal and SD card for the kid cameras loaded with pictures. Also picked up 3 more advanced cameras and theses all had the SD cards removed. I suspect the parents just think it is a toy then stop thinking about it.
