It's most likely pixel perfect movement with some other inputs. Perhaps not impossible by others but still not unlikely that no-one else managed to get it. There are some games like this where some movements need to be perfect and maybe even only possible by TAS. Some track mania bugs come to mind.
As I recall there are instances of other players using it too, like the blonde dude who took over his original character. But yeah it's just that it's the move he's famous for (amongst other things) and its a difficult move to perform so obviously people are gonna think of him when it pops on screen.
IIRC The Dragon Raises Its Head became Ye Xiu's signature move because it was very difficult and had to manually be pulled off by player skill. Imagine playing Marvel Vs Capcom and the dragon is Ryu's super Hadouken. Normally, the beam/dragon only gets fired straight towards one direction and you are nearly locked in animation. If you have good timing it will hit. If you have bad timing, the enemy will be able to dodge or block most of it. However, if you are able to pull off a millisecond-precise manual combination of commands to setup the entire condition like a glitch of sorts, you are able to pull off a sort of partial animation-cancel into a direction-change to keep the beam firing but move its aim towards the direction of the enemy that dodged. That's what he did, pretty much turning a super into another super move that it's not supposed to be able to do. As a result, the dragon beam that's supposed to just go off straight into one direction can be turned and bent at the head, towards the total opposite direction "chasing" the target outside the original line of fire. And if you consider the timing and how fast the animation plays (if it were a real game) and how difficult it must be to steer the dragon in FPS (Glory is an FPS game) it is highly likely quite difficult.
the subtitle gave me stroke. I mean, I am not an English native, so I am very keen to mistakes in subtitle, but this one. I hope they can atleast read it before approving it.

Why other players can't do the dragon raises it's head? It's just a little bit moving and twisting of a mouse and yet only the mc knows how to do it.
Its his signature move..other players who play that character dont master that skill yet...

不是不到40級沒法用，而是這時的唐柔本尊角色沒到40級，所以不會用
實戰中說唐柔鍵位怪怪的那句在原作中是「你這天賦加的奇奇怪怪的」，因為唐柔把40級以下技能全點滿，高級技能是亂點個遍的
唐柔本身的角色还没到40级，所以40级以上的技能不会用，叶修本身的角色是满90级，所以到叶修手上的技能都用特点~
