The Costco grocery order was more expensive, but it was also immediately, visually obvious that they provided twice as much tomato as Sam's Club did. Now I'm curious what other quantity differences were present, and how that would have ended up affecting the price per burger vs the overall bill.
Also the ground beef they bought is the more expensive version. There's kirkland brand that's frozen that's so much cheaper than those packages they used for Costco's.

If you are on a tight budget, yes, shop at SAM'S. That 23% difference is not pocket change. But what the 23% extra at Costco goes for is: treating their workers like human beings. Sam's Club pays employees an average of about $17.50 per hour, and between 20-50 percent of its employees quit each year for various reasons. Costco, however, pays employees an average of $19.50 per hour (both stats from the state I live in, the pay in your state may vary) and replaces between 6-20 percent of its employees each year. ALL Costco employees are eligible for health insurance, including full-time and part-time (after a specific period of employment). Health benefits at Costco include medical, dental, vision, and prescription drug coverage. While Sam's Club does offer health insurance, it's only available full-time employees. Both companies offer a 401(k) plan with an employer match. No shame in sticking to a budget in tight times. But if you are lucky enough (like we finally are in our house) to be able to share the wealth, that is just as valid an option.
