I don’t think Kool Herc is known as an album artist (idk if he has even released an album tbh), which affects his eligibility as an artist. I checked and they had to induct him under a special ‘Musical Influence’ award. The rules are kind of unfair to musical artists who don’t release LPs (DJs, punk bands, etc)

He died like 20 years or so before Hip-Hop was created but, according to Google, "The Rock and Roll Hall of Fame celebrates the artists who have shaped the sound of youth culture and connected people through their music." So, I guess the part about Alan Freed answers why it's called that and the description on Google answers why so many different genres are included. Perhaps, "Rock" and "Rock & Roll" can be viewed as 2 different things? I mean, it's not like people ever say they make rock and roll music. They make rock music. Plus, some rappers do refer to themselves as rock stars, which fits the rock and roll terminology, I guess. And, Run DMC made a song called King of Rock. So, perhaps, it makes sense after all.

because rock was the biggest genre before hip hop and now the name represents a rock n roll spirit rather than the literal genre
