It depends agent to agent. also, they have offices, they have their own expense to give you services, so they charge for their services. If you apply directly to ship company, agent won't ask for money.
Let me clarify that I'm not agent nor i charge any fee for these guidelines.

Brother, the only way for a seaman to get job is to dropout resume at agencies. There are plethora of manning agencies in Karachi. Make good cv, visit different agencies or companies offices. I hope you will get good job.
