They can’t do a pit maneuver, or they would run into the crazy people watching everything. The driver supposedly has a gun, and everyone standing around puts the crowd at risk if he truly does. Police acted responsibly to take this person down.

There have been cases where people have died because an officer rammed a suspect and he ended up on the sidewalk which killed a mother and her child. So they cannot perform pit maneuvers or ram unless they are given the green light.
