U r right, padi is a very holy item in tamil culture as we see it as one of the forms of prosperity & goddess lakshmi incarnation.
But there are other beliefs in other states that that by pushing that padi forward full of grains it spreads the happiness in the house.
But I too don't understand why should it be flipped using the leg.

not just tamil culture we brahmins makesure our leg should not even accidently step on grains, salt, books...etc it is symbol of auspicious
these not part of hindu sampradhaya... these only done by certain caste people or regions.
