That is Arale, an Android and the strongest being in Universe 7, she is the main character in "Dr. Slump", which is set in the same world as Dragonball. She is a "gag" character, so the laws of reality don't apply to her, and as such can not be defeated (spoilers: in before "BUT BEERUS KNOCKED HER HEAD OFF AND ALMOST HAKAI'D HER!!!", Arale's head ALWAYS falls off, this wasn't anything special when Beerus knocked her into the wall, Vegeta even managed to pull off the same thing minutes earlier, and given the opportunity, she would of inhaled the hakai and spat it right back at him with a N'cha Cannon).
