I've ran and optimized ads before for a company so would love to offer this, how do you recommend pitching this. I guess it depends on where you want to set your "Hold". It could be (Users who viewed the complete video / Impressions ) x 100. You can also do (Users who viewed 50% of the video / Impressions ) x 100. For rates it basically (METRIC / Impressions) x 100, CTR for instance is (Clicks / Impressions) x 100. Hope this helped.
