You have to prove language efficiency through any language proficiency exam or submit a certificate from school/ college which states he studied in a school or college where the medium of language was English- to get PR. If u r not looking for PR, I think no need to prove ur husband's language proficiency unless employers ask.

You can find your ANZESCO code from Australian bureau of statistics. I am not sure about clubbing. I think it is NO.
