Before the year 2000, University was free and paid for by the Govt. I have 3 degrees - Diploma (fully paid for), Bachelor (HECs fee on my final year) and Masters (HECs on the full year). Taxpayers were paying for university during the last century.

Most of my university was free and paid for by the Government. There have been different funding options for higher education over the last 150 years.
A lot of people are forever students and continue to study out of personal interests, which the tax payer subsidies. According to the Australian Bureau of Statistics, 2 million Australians are in a job unrelated to their qualification, with 42% stated that the reason was they were no longer interested in the field of their highest qualification, or they had wanted a career change. If people are made to pay for their own degrees, they would be more picky and not waste taxpayers' money on things that just interest them.
20% off after indexation increased it by 15% since 2022 (3.9%[2022] + 7.1%[2023] + 4.74%[2024]) is a measly 5%. You used to get that if you made a voluntary cash payment - $2500 in 2013 would be $2625 after the 5% bonus was added.
All taxpayers have to pay for student debt of people who chose to go into debt to study in the first place. Makes sense.
