They are Ministry of Defence police. The Metropolitan police would deal with any law breaking in a public area, E.G. outside the fence. The tourist did not break any law.
When are the tourist going to be banned in this area. The horses and guards men are constantly on edge and treated disrespect fully. I am so tired of watching the horses being treated like nothing. These tourist have no idea of the importance of both horses and guardsman. So tired of watching these crazy tourist. I am saddened HOA terrible people are theses days.

Because the road outside Horseguards is a public highway and the pavements are no doubt a right of way. The MoD has no authority over them, that presumably belongs to Westminster Council. Blocking a right of way is an offence - councils are legally obliged to defend and enforce rights of way, not breach them. Changing the route of a footpath is sometimes possible, but it is a real pain in the **** and can take years, sometimes even requiring Acts of Parliament. On top of that, putting physical barriers closer to the horse might itself be dangerous - to the horse. We know how unpredictable they can be when agitated and putting obstacles in front of them might well lead to horses injuring themselves.

They need to print pictures of people being bit and have a standing sign showing what happens when you get too close.when I was young and met my first horse I was told never to offer my fingers !!! Only my flat palm,and only with food. My Uncle was a hockey and he had bites from the horses.
1 woman ( early morning) posted her hand at the guards into the horse’s mouth & when it came out .. there was a lot of blood blurred out on the ground.. then they went towards the office ( probably to claim compensation which they couldn’t)
The horses and Troopers are changed over every hour. Each horse does a couple of hours a week. In return they receive the best quality stabling,food and care. The British Army's Veterinary Corps is on hand to make sure they're in tip-top health. They're exercised daily in Hyde Park and they even get a two week holiday to the seaside every year (seriously!). And of course they're only used ceremonially now and never see a battlefield like their ancestors. I think on balance it's a pretty sweet deal. They have better lives than most thoroughbred racehorses.

That poor girl she waited patiently to have her photo and the rude and ignorant Chinese then others stood in front of her. As far as I'm aware, no - there were never barriers. That pavement is a public right of way, stick barriers on it and some very respectable British people will arrive to tear them down. Our rights of way go back thousands of years; there was probably a footpath there before there was a road, before there the village of Charing was joined to Westminster, before there were any kings to guard, and indeed, before the Romans had a settlement called Londinium.
@@martina21953 There are indeed bollards - some go up and down to allow vehicle access. But those bollards aren't there to protect the horses per se - they're there, as you rightly say, to prevent car bombings.
