Although I never once get the vibe in the books he believes in R'hllor, whereas in the show he has the line "I never believed but when you see the truth, when it's right there in front of you as real as these iron bars how can you deny her god is real?" Which indicates to me he actually does believe in the Red God on the show. This explains why he's okay with burning his brother-in-law alive for refusing to take down his religious idols in season 4. Compare this to the books where he burns him alive for trying to sell his daughter to the Lannister's. The biggest change to me is naturally when he willingly let's Melisandre burn his daughter alive; now aside from the fact this won't happen how it will in the books (as Stannis is nowhere near his daughter and is about to launch his siege on Winterfell) why would he do this if he didn't believe that the Red God would actually clear the path for his army?

When you've seen proof of a higher power you no longer can believe in them by the virtue of it no longer being a matter of belief. You can only believe in things you don't know are real. Melisandre has proven time and again her God is real or at the bare minimum her magic is. She says her magic comes from a God she would be the expert and it's not like Melisandre is the only Red Priestess, Stannis has met Thoros, and being an intelligent man of noble birth had likely heard of the lord of Light and his religion before he even met either of them. Stannis will use any tool at his disposal and Melisandre/The Red God are another tool to help him win the War. If that requires him host some religious services and sacrifice a few people he'll pay the cost and then some to win. Burning Shireen had the desired affect as well it freed them of the clutches of Winter. Mind you I don't think he remotely wanted to do it but he had every reason to believe it would work.

Same with how it was before he resigned as Aerys's Hand, same as when Jon Arryn was Robert's hand. Tywin Lannister and Jon Arryn are better rulers than Stannis in virtually every way barring justice. The people will prosper and relatively be unaffected by the game players and he'll keep the peace. Mind you I love Stannis but his hard truths, tough love, firm justice ruling style will get him assassinated quickly and will likely reduce the overall prosperity of the realm which is why Varys chose Joffrey and Dany over him.
