How PMU data can be obtained for standard IEEE 14 bus system..
You can use any three phase simulator tool to generate the data. Then use those waveform through any pmu emulator to generate phasor data
Can PMU replace RTU completely?
Certainly, with aided functionality for control, it would be more like possible.
