What's the plan here? If the parking is going from four underground levels to two, what will they use to make up that two level difference? I presume some if not all of the excavation has been completed to four levels deep. So, one giant concrete slab two levels thick? Or back fill and compact? I dont think that is possible.
I am/was a major proponent of the tower and giving Kelowna a REAL downtown core with high rises, offices, shops and schools but not a the expense of damaging properties nearby especially ones for people with fixed incomes in an economic boom for some/crisis for others... I hope all these issues can be remedied and quickly for everyone's benefit...
And what, exactly, would you consider to be appropriate remediation of the death of Jim Hadgraft? My suggestion: Name the school of Social Work which is to be housed in the new tower the “Jim Hadgraft School of Social Work”. Require all future UBCO social work and nursing students complete a course looking at what can happen when inadequate supports are put into place when displacing vulnerable adults from their homes using the case of Jim Hadgraft’s story as a primary reference. Free lunches at any tower connected food venues for five years to anyone who can show PWD social assistance coverage so that students can actually get to know some of the clients they will soon be serving. Sounds like a lot, but still likely cheaper than the ongoing class action lawsuit is going to be, with lawyers likely taking the majority of that pot once disbursements and fees are allocated. “Restorative justice.” My $0.02
Don't get me started on construction here in Alberta.. It would give the worst Chinese a run for their money... Just Google Carrington Properties Castle Downs to see just one example from one builder... Aluminum straps holding together unreinforced 2 x 4's. A 50 MPH wind would have collapsed the structure but thankfully nobody was living there after a unit fire rendered the building uninhabitable. And because of the use of shell companies and LLC's the condo board can't sue anyone for damages to recover losses and the only value is in the site which hasn't increased much since its construction around 2003? So everyone not only lost their homes but all their equity too! And they were still forced to make payments on units that clearly aren't usable. Doll House Pressboard architecture should be banned but will never be for economic reasons....

Good question. Our understanding is that they stopped excavation before getting to the planned four levels deep.
It also implies that the developer, builder, engineers, know the excavation is the what caused the structural issues in the surrounding buildings.
