It really doesn't make sense he why he was neglected like that.
Apparently the 3rd Hokage ordered them to do so, to protect Naruto against 4th's enemies and prevent Danzo from recruiting him into Root but wouldn't sheltering/hiding him make more sense.
Than leaving him out in the open with the last name Uzumaki when there was previously only one other Uzumaki (naruto's mother) in the village who was married to the blonde and blue haired 4th hokage (naruto's father).
Even if no one realized/suspected his parentage, from how the village dubbed him the demon fox it exposed him as the Kyuubi Jinchuuruki. Isn't it normal to protect, train and raise your jinchuuruki so they could've used that excuse to help him out. Yet he was still neglected. As if he was intentionally made into a punching bag for Kyuubi attack victims to vent instead of looking to the hokage and danzo who didn't do much during the kyuubi attack.
Minato's so called friends also watched silently from the sidelines as he's verbally abused as if they all secretly hated the 4th hokage. Even if they couldn't adopt him couldn't they have taken measures to stop the misinformation. Shikaku with all his genuis couldn't devise a plan to secretly help Naruto. At the very least organize a normal family to adopt him. Or at least send him to Mount Myoboku were the toads can secretly raise him.
That's why a lot of these naruto fanfictions display 3rd as either a two faced schemer or extremely naive as many of his decisions are baffling unless he had nefarious reasons or was simply too incompetent.
