Hi John Ryan! In Surveying practice, when we say distance, it automatically refers to horizontal distance. Ex. You buy 10m x 10m lot. Its a 10m horizontal x 10m horizontal lot. You wont buy a 10m horizontal x 19 m vertical lot-walang bahay na matatayo sa vertical plane na lot. So 166m is the horizontal distance from pvc to V which is L/2 and not the tangent distance nor the arclength. - Sir Padi
