It tried to use its front legs to cling tightly to the steps to avoid being swept away by the water, its tired eyes looked around looking for help. Best to take him home to your home and just let him eat , sleep and get use to your home.
Just let him grow and later take him for short walks in the grass and flowers.
Watch out for other dogs by their owners. Other dogs get jealous and hurt the baby puppy because other dogs see him as a threat by their owners.
