September 19, 2022 - The Department of Education (DepEd) has proposed a budget of Php532 Million for SPED for FY 2023.
Unfortunately, despite our earnest efforts to advocate for our learners with special needs, it was not considered in the National Expenditure Program (NEP). This is true for two other programs that were excluded from the NEP.
This is a recurring circumstance every year, and DepEd is not at a loss because we always work with members of Congress to find other ways to fund DepEd programs.
In the past years, DepEd has likewise made efforts within the organization to ensure that programs are supported.
This statement is released with the hope of clarifying and addressing malicious and misleading reports that DepEd deliberately excluded funding for the Special Education Program.
It's just so disappointing that DBM decided to remove the budget for SPED from DepEd's budget simply because there was no documentation submitted by DepEd to rationalize the inclusion of SPED in the proposed DepEd budget. Why was this not raised before DepEd for the department to produce any form of support documentation? Kara David's documentation of these children and Teacher Venus' efforts to help these kids should serve as an eye opener to those in the budget preparation of DepEd. This video is proof that SPED should indeed be given some support from the government. Investigative journalists could only do so much, and these are commendable, but the government should act upon a support mechanism for children with special needs, who belong to the underprivileged sector of society.

With cases and situation like this, the very common that people would say is thank you and so proud of you, for the dedication of the person behind all of this but it was and always will be an eye-opener situation for the Filipino people, to choose every candidate, from the low level up to the national level. Choosing right people and designate them to right position because situations like this, our government can do, and have the power to help and make policies and programs that even the people from faraway land would definitely benefit. Someone will ask why is it always the government? Because it must and it should be. One great example is that the budget of our current VP that do not even provided a single penny for the program of SPED in 2023. Why is that? Ask yourselves then. So come on Filipino people, let us all unite as one with the true meaning of unification. Unified for the welfare of all Filipino citizens.

Guro din po ako pero saludo po talaga ako sa lahat ng SPED teachers.. salute also to the parents na hindi nawawalan ng pag-asa para sa mga anak nilang may special needs. May pamangkin din po akong may special need pero thankful pa rin po kasi pipi at bingi siya kahit papaano nakakasabay sa mga normal na bata. Ramdam ko po ang paghihirap ninyo... I agree sayo Miss, lahat ng support from our government ay sobrang mahalaga para sa mga students with special needs na kagaya natin, isa tayo sa dapat suportahan pero lalo lang nila tayong hinihila pababa, mabuti na lang may mga documentary gaya nito na nagpapakita ng mga tunay na nangyayari sa mga nasa ibaba dahil baka masyado na silang mataas kaya hindi na nila tayo nakikita.

Unfortunately, despite our earnest efforts to advocate for our learners with special needs, it was not considered in the National Expenditure Program (NEP). This is true for two other programs that were excluded from the NEP.
This is a recurring circumstance every year, and DepEd is not at a loss because we always work with members of Congress to find other ways to fund DepEd programs.
In the past years, DepEd has likewise made efforts within the organization to ensure that programs are supported.
This statement is released with the hope of clarifying and addressing malicious and misleading reports that DepEd deliberately excluded funding for the Special Education Program.

Hangang hanga ako sa mga SPED teachers , sana sila ang mas malaki ang Salaries nila at ang mga special Child sana makatanggap ng support from the government. Sa ibang bansa pag special Children very special talaga sila at ang laki ng allowance nila monthly. Kasi special din ang mga needs nila. Ibang iba sa normal na mga bata. At ka hanga hanga ang mga batang ganito sa Kabila ng kalagayan nila sa buhay lumalaban talaga sila at very eager silang matuto talaga.Thank you Miss Kara D.
