You should do another OOGLE that is actually functional. Instead of them always being basically running from the cops and excessive speeds, even though they are super fun to watch. It would just be cool to have a "successful" version of OOGLE
Polecat, if your character still walks slow then you can change it in the player menu. on PlayStation you hold down the biggest button above the home button. Then change your player style from relaxed to aggressive or normal then he will walk the same speed as buggs. Hope this helps.
