1. Slice Asian chives. 2. Slice green chilies thinly. 3. Julienne carrot. 4. Put handful of dry shrimps in a bowl and add a cup of water to soak. 5. Add a tablespoon of minced garlic to the bowl. Mix it well. 6. Add a tablespoon of fish sauce to the bowl. Mix it well. 7. Add all the vegetables to the bowl. 8. Add 2/3 cup of flour (or flour mixture - boochim garu) to the bowl. Mix it well and thoroughly. 9. Pour oil in a pan enough to cover the whole bottom. 10. Wait until the pan is heated. Cook the mixture on the pan. If you’re not confident, make it small to flip it easily.
