It's one example of a category of glitch called hidden super. It's using different methods to use some moves that are stored in game files but blocked by game developers. In Athena's case, the data of MAX Phoenix Fang Arrow isn't complete, when it's used, part of Psychic 9 is used instead. That's why you see Athena in school uniform there.

It's a phenomenon called projectile multi-hit, not exactly a bug or glitch, but a result of game design. When a higher level projectile collides with a lower level projectile, higher level projectile gets one extra hit and lower level projectile disappears. In this case, Kula's Diamond Breath somehow doesn't disappear, so Athena's Crystal Shoot gets a lot of extra hits.
