There was no livonia on Grandest Lan, they went into the Livonian Order branch :). Besides that, I'm aware of it since 1.34 was announced, I commented all of DD after all :p
Always depends on your goal in Eu4. If you dont want to expand much and have a strong military, then yes. If you just wanna expand as fast as possible, the best one is the gov reform that gives ccr.
Multiple reasons: - mp game - you do not need any mil idea groups with it - roleplay Also, gov cap is not really that hard to handle with a right set up

Just play teutonic order. You can also form prussia without reformation
Just play Livonia and do not form Prussia ;)
you can form prussia as catholic but you dont get militariztion
