I love making war zones in this game. It also is really sad to see the aftermath of these communities, destroyed by war. Also if you put some war music or action music it goes well.
I use in-game smart phone to call police/gang attack on NPCs. You can level up social engineering skills to make the attackers harder, they would have more powerful weapons and armor.
