Sir This Project is little bit confusing mainly using Command Prompt and trigger can't we do direct filter on the cars Dataset by seeing trigger

When we work in organizations there data is asked by various teams. So, every time when they need data, they need to approach the owners' team. Which is not feasible. In this case, we automate the process so that whenever they need data, all they need to do is just create a trigger and report automatically delivered. In this project, logic is very small and easy. Generally, logic is a little complex and can not manully change every time. To your question, how do you know when the trigger file is updated. Will you check manully every time? What if there are 1000 trigger files you received for various projects every day? How will you apply filter manually on all 1000 codes? Think about this. Hope this answers your question.
