On my I-797 Notice of Action form, it shows priority and notice dates- priority date 7/24/2006 and notice date 6/26/2009. Which date the NVC has based on in order to post on the bulletin for F4 petition?

Uscis requested the same thing from my Mom even though she sent them the birth certificates with the initial application.
YOU HAVE TO SEND THEM AGAIN AS COPIES , because sometimes they lost papers and you should send them again .

Hi Ocloo, i was on H1B while in US. I left US in 2012 and before that filed for green card and received I140 approval notice. My priority date is 3 years from now.
It has been now 8 years since i am out of US, still working for same company in India. I have opportunity in US again in same company can i go back to US on H1B based on I140?
My company HR is recommending to come on L1B. Your advise on this matter would be highly helpful.
