The middle is the upheavals--downgrades in quality & safety. The tower is a 'too late, there are enough ppl to go forward with revolting', even against 'the rich guy' (9 of cups). Judgement is upcoming regulating will be required; the page needs two hands & doesn't have the strength for the job, the king of swords is strong but in a meaner way & wants to give the job to inferior competence...with heartbreaking results worldwide. Imo, thx for your patience.
