This play is called " WALK IT IN " . The outfielder holds the ball , slow walks towards the infield keeping the runner guessing whats up and hopefully you catch him napping .
great rundown but in college and pros that is interference with the catcher. Once that catcher touches the runner, it is an automatic base advance. That may have been the same in that state and the umps missed it

The two players nowhere to be found are the pitcher and first baseman. Pitcher should have covered second. Failing that, should have covered third. First baseman should have covered home when catcher ran to third.
Batter should have listened to the third base coach.
