I know in the UK this would not happened. A siemens contractor died in similar circumstances to this. We have it written in our safety rules that mechanical earthing devices must be used if they are present. Even if it means earthing through a circuit breaker etc. Taking the last earth off of a line by hand is probably the most dangerous aspect of a substation/linesmans job. Be safe!

Bro it’s induction. No load behind it. Make sure your hot stick is clean.
It might be induction but you can still have 100s of amps of circulating currents flowing through the earths. You aren't just breaking volts you are breaking current as well hence why the arc takes a while to extinguish because it's ionizing the air.

My grandfather was a lineman. Did it for quite a long time one day he gets electrocuted (forget why) feels fine but goes to the rhe hospital anyway. Doctor gets him checked out and says "son, do you know your heart is working backwards?" He went "how do you mean?" Doctor goes "the electricity around your heart is going in reverse"
What happened next did it cause problems did he gain powers!!!

So the nearby live lines caused this? How could they work on the grounded line if it has induced voltage on it?
As long as it is grounded you can work on it, but with the grounds off the induction will get you. The grounds give the induction a path. Alot of transmission lineman have died from improper grounding procedures like removing grounds by hand or taking the grounded end off the structure or rod.

1. Magnetic field coupling (inductive)
2. Capacitive coupling
These work over a distance and is little to do with whether a cable is electrically insulated.
The inductive coupling is based on the magnitude of the current.
Capacitive coupling is based on the voltage.

How to steal your enemies electricity step one: get a big pole step two:
Why dont these big lines have machines cabale of connecting the big cables to ground with big machine ? For example big pole that can attach To the big wire. and have the machine touching the floor creating path to the ground. Thus reducing chances of electricity building up. And as extra percausion have insulated gloves and many ground connections as possible.

Can someone provide context please. What he’s doing. Why the arc occurred.
this was caused by induction. The line that the ground was being removed from was not energized but the 500K volt transmission line overhead was energized and under heavy load which is why there was this induction from it. Lineman have a saying "It's not dead unless it's grounded" because of this. Many lineman have died from induction.
Even with no current, the capacitive coupling is more than enough to be deadly.

Second, he said it was under heavy load, that is a reference to the current involved.
If the coupling is caused by the presence of the current then it is not capacitive coupling, it is inductive coupling as the current creates a magnetic field.
Current leads to inductive coupling caused by the magnetic field.
Voltage leads to capacitive coupling caused by the electric field.
