This whole concert is a blast, but this, the alt version of Gimme tha Power, Frjolero and Here we Kum are my favourites.
Yes, the PRI (Institutional Revolution Party) had the power for 70 years in México, we called those years, The Perfect Dictatorship as it was filled with political assassinations, corruption and fixed elections, they are considered on the Right in the political spectrum. The PAN (National Action Party) are the Hard Right, filled with tons of Christian groups and the like, they had 2 periods of presidency, (12 years), second term was when they went to war with the cartels. PRD (Democratic Revolution Party), is considered Left (although in name only) and is a party created by ex-PRI politicians.
Here's a better translation of the song, with a few annotations to answer your questions, and yes, Anita's part is an alternate verse to the OG Molotov song:

Even if he doesn't know how to read, nor how to speak
He's the one who brings you security (indeed, the test for policemen in México is a bit lax because otherwise we wouldn't really have much policemen, it's a under payed dangerous job and, specially in México City, we are overpopulated AF so the job is always lacking personnel).

They gonna give you atole with the finger (atole is a traditional beverage here made with chocolate, the phrase refers to "give you little tastes", meaning somebody trying to cheat you or make you empty promises)
And in the line for the complain department

And next in line and so they don't care (te la pelas, is a vulgar expression to say that)
But the sexennial bonus never goes missing (just a reminder that the presidency in México lasts 6 years)
