Why 3 : 1 weight proportion ? There must be heavy frictionl losses in the pullys at both stations. If if the frictional losses are minimized, Downwerd load may be able to pull much higher load upwerds. i.e. 120 kf downwerd load might be able to pull, 100 kg upwerd load.
so ropes are elastic, even the steel ropes, they extend a bit, so when they're in transit, there might be some condition, where it goes to equilibrium and gets stuck there, hence, making sure 3:1 ratio,
The angle/steepness is different at the lower and the upper station because the cable is not a straight line. Maybe water tanks or useless rocks can be used in case there is more cargo upwards.

Can the thick nylon ropes could be used in place of metal cables (to reduce costs) ? What will be the problems if any ?
Nylon stretches and doesn't have the abrasive resistance necessary.
